Money versus time.

More time can mean starting your own seeds and growing them up to be the plants that you want them to be. It also means you won't see dramatic garden results right away.

Expectations. Annuals usually start well from seed and grow to maturity in one season. Perennials can take a long time to mature. The saying for perennials is “Sleep, Creep, Leap”. They “sleep” the first year, “creep” the second and “leap” the third year! See this for more information: https://youtu.be/_eFF84R56Nc

Personally I like to invest money in larger perennials and spend less money on annuals since they will die at the end of the season and I can pull them out and add to the compost pile.
